The preliminary conclusion of the DOC is that, if plywood from Vietnam has a core using peeled wood imported from China, it will be subject to anti-dumping and anti-subsidy tax as applied to plywood. import from China.

Plywood from Vietnam, if it has a core using peeled boards manufactured in Vietnam or in other countries, is not applied.

Based on this preliminary finding, the DOC will recommend that U.S. Customs and Border Protection continue to suspend liquidity. Require importers to pay a deposit equal to the provisional anti-evasion tax rate for shipments imported from Vietnam into the United States from June 17, 2020 (the date of notification of initiation of investigation), for cases that are subject to the application of measures.

The DOC allows Vietnamese exporters as well as US importers participating in the self-certification mechanism to be excluded from circumvention.

This self-certification mechanism will not apply to businesses (DN) that the DOC assesses as not providing information or providing incomplete and inaccurate information as requested by the DOC during the investigation process. .

According to calculations, the number of enterprises participating in self-certification accounted for about 80% of Vietnam's export turnover during the investigation period.

Stakeholders have the right to submit written comments on the DOC's preliminary findings, and a written request for a hearing on the comments must be filed with the DOC within 30 days of the notice. preliminary report.

The DOC also plans to conduct due diligence to verify the information before issuing a final conclusion. According to the latest announcement, the DOC extended the time to issue a final conclusion in this case to October 17, 2022.

Plywood using hardwood materials is a product made from layers of peeled wood glued together with glue, then covered with one or two layers of hardwood boards on the surface.

The United States is applying anti-dumping and anti-subsidy tax on this Chinese product with an anti-dumping duty of 183.36% and an anti-subsidy tax of 22.98%-194.90%.

According to US customs statistics, the export turnover of plywood using Vietnam's hardwood materials to the US continuously increased from 112.3 million USD in 2018 to 226.4 million USD in 2019. to 248.5 million USD and in 2021 to 356.7 million USD.

Compared to the year before the initiation of the investigation (2019), the export turnover of plywood using Vietnam's hardwood materials to the United States in 2021 increased by 57.6%.
